    The US Post Office has returned some international shipments as being prohibited(flammable). In an attempt to show that the lighters are not flammable, the US Customs form will state “Table Lighter” with an explanation that the lighter is empty, no fluid, non-flammable. Hopefully this satisfies the US Postal Inspectors and International shippers.
